Not necessarily. Lights not working could be a faulty LED Board (80059) , broken wires, or insufficient power from the receiver. Check all connectors are secure, and test the input voltage to the LED board with a multimeter. If voltage is present but lights don't work, the LED board is likely damaged and requires replacement of the part.
